Introduction

1. The Japan-WCO Human Resource Development Programme (Scholarship Programme) provides a grant covering travel, subsistence, admission, tuition and other approved expenses to enable promising young Customs managers from developing countries toundertake Master’s level studies at the Aoyama Gakuin University (AGU) in Tokyo, Japan.

2. The following administrative provisions govern this Scholarship Programme. If a nominee or a concerned person in the nominating administrations has any questions, he/she should address them to the Capacity Building Directorate of the WCO Secretariat before the Scholarship is accepted.

Conditions of candidacy and selection

3. The candidates should be in good health, preferably below 40 years of age as of 1 April 2014.

4. The recipients of Scholarships under this Programme will enrol for the Master’s Degree programme in Strategic Management and Intellectual Property Rights (IPR) programme at the AGU.

5. This Scholarship is for one academic year starting from April 2014. There will be a preparatory course in March 2014 for a few weeks before the start of the Programme. The Scholarship period cannot be extended.

6. The candidates should be Customs officers fully proficient in English. (a minimum TOEFL score of internet Based Test (iBT) 79 / Computer-Based Test (CBT) 213 / Paper Based Test (PBT) 550, IELTS 6.0, or its equivalent qualification to prove their language proficiency). They should have a university degree or equivalent qualification.

7. The candidates should have at least 3 years of work experience in Customs and should have assessed potential for advancement. In the selection, preference will be given to candidates who have experience in IPR border enforcement, and who are expected to work in the IPR-related section of their Customs administration after this Scholarship Programme.

8. Individuals who have already been awarded a scholarship under the Japan-WCO Human Resource Development Programme in the past will not be entitled to apply for this Scholarship Programme.

9. After the completion of the Programme, the candidates should continue to work in their home Customs administration for 3 years at least and, after 3 years, they should report to the university indicating the post they occupy in their home administration and how they have been utilizing the experience they acquired in Japan.

10. The candidates will be selected by the WCO in consultation with the AGU. The AGU shall inform the candidates about their selection or otherwise. The WCO will send a congratulatory letter to the administrations whose candidates have been selected.

11. In accepting a Scholarship, the candidate undertakes to:

- Work full time on the assigned Programme. It will not be possible to undertake other activities not related to the Programme.

- Comply with the laws and show due respect for the culture and way of life of the host country.

12. The AGU requests online registration for admissions for the 2014-2015 Scholarship Programme. ID and Password to download the application forms will be obtained by submitting the Registration Form on the Web site by 22 August 2013.

• be classified as an ‘overseas’ student for fee purposes

International Space University MSc Scholarship Program, France

The International Space University is provided funding from industry and government agencies to help support MSc students who are unable to cover all of their tuition fees. This aid is available to selected applicants, and covers a portion of their fees. It is paid directly to ISU by the sponsoring organization. 

This financial aid is available for:

- applicants from Europe (the countries listed below have priority*)
- applicants from the United States and Canada

- applicants from other countries (within the limits of funds available)

KAAD Scholarships for Developing Countries’ Students, Germany

The KAAD Scholarship Program 1 is addressed to post-graduates and to academics who already gained professional experience and who are interested in postgraduate studies (or research stays) in Germany. This program is administered by regional partner committees, staffed by university professors and church representatives. Normally documents are submitted to the committee of the applicant’s home country.

Who can apply?
For the scholarship programme 1 of KAAD you can apply if you:

• come from a developing or emerging country in Africa, Asia, the Middle East or Latin America
• have a university degree and professional experience from your home country
• want to acquire a master's degree or a PhD at a German university or do a post-doctoral research project (2-6 months for established university lecturers) at a German university
• are a Catholic Christian (or general belong to a Christian denomination). Candidates from other religions can apply if they are proposed by Catholic partners and can prove their commitment to interreligious dialogue
• possess German language skills before starting the studies (KAAD can provide a language course of max. 6 months in Germany).

What does KAAD expect from you?

• Above-average performance in studies and research
• The orientation of your studies or research towards permanent reintegration in your home region (otherwise the scholarship is turned into a loan),
• Religious and social commitment (activities) and willingness to inter-religious dialogue.

KAAD is working with focus- and partner countries in your region. There are so-called Partner Committees in these countries and applications are channelled via them. Applications from other countries can be considered only in exceptional cases.

MBA Scholarship at INSEAD Business School, France

On the occasion of their 20th Class Reunion, the Class of '91 June created an endowed fund for participants on the MBA programme. The award is made once a year to a disadvantaged candidate from a developing nation who demonstrates the need for financial assistance, and in particular to a candidate who is likely to return to his/her country and/or region of origin in the foreseeable future.

Eligibility:

Candidates admitted to the MBA Programme with the above mentioned profiles will be considered. Finanial need will be taken into consideration.

Essay topic :

1).In approximately 350 words for all the questions that follow:(a) state why you feel an INSEAD MBA is relevant to your particular career needs, (b) explain how you envisage contributing to the future development of your country/region after graduation.
2).In approximately 350 words provide a concise but accurate description of your financial circumstances as well as a cash flow forecast for the year e.g. details of income (such as your income, investment income, savings, property rentals,etc) set against details of expenditure (such as local outgoings, INSEAD fees, rent living expenses). How do you expect to finance your studies if you do not obtain a scholarship or financial aid from INSEAD? Why INSEAD should consider you for a need-based scholarship? What amount do you consider appropriate?Please do not forget to submit a number of supporting documents as required.
3).Complete Need-based Scholarship application and essay question.

Eira Francis Davies Scholarship for Developing Countries, UK

Female students ordinarily resident in a developing country as listed* who are admitted to pursue an undergraduate or a Taught Master’s postgraduate courses within the College of Human and Health Sciences at Swansea University shall be eligible to apply for the Eira Francis Davies Scholarship.

The Eira Francis Davies Scholarship, which shall be awarded from time to time by the Senate on the basis of academic merit and/or financial need and which shall contribute to tuition fees, shall be tenable for such period as determined by the Senate and shall be subject to satisfactory academic progress and to such other terms and conditions as the University shall stipulate.

It is a condition of the award of the Eira Francis Davies Scholarship that the student agrees to return to her country for work or study upon completion of degree studies at Swansea University.

Eligibility:

• Candidates must be new, full-time, degree seeking, non-EU applicants
• Candidates must have completed an application to study and accepted the offer of a place at Swansea University within the College of Human and Health Sciences
• Candidates must show strong academic ability and financial need
• Candidates should not be eligible for other financial support from Swansea University e.g. tuition fee reductions through collaborative links or bursaries Please note that students progressing from ICWS are not eligible to apply for an International Scholarship

Terms and Conditions

1. Applicants must be a resident of one of the designated list of non-EU countries to be eligible.
2. Employees of Swansea University will not be eligible to apply.
3. Scholarships will be used to offset tuition fees for the duration of the degree or course subject to satisfactory academic progression.
4. Awards are available for all undergraduate degree coursesand Taught Master’s degrees within the College of Human and Health Science available to international student applicants,
5. For undergraduate courses, applicants are expected to achieve 3 A and/or B grades at A-Level or equivalent (excluding General Studies) and 5 A and/or B grades at GCSE level or equivalent. For Postgraduate Taught courses, applicants should have a minimum of a 2:1Bachelors degree (or equivalent). In the case of all applicants, their English language ability must meet any stipulated condition of offer and UKBA requirements.
6. Applicants must be enrolling on an eligible course at Swansea University for the first time in September 2013.
7. Applicants must have completed an application for a place to study at Swansea University, and have received and accepted an offer of a place.
8. Applicants should be privately funded.This award cannot be taken in conjunction with any other scholarship or bursary awarded either internally or externally.
9. Applicants are not eligible to hold other Swansea University awards such as bursaries, or home country sponsorship.
10. Awards are available for full-time study only.
11. The closing date for the receipt of completed scholarship applications is 5^th July 2013.
12. Successful applicants will be informed by 1^st September 2013 and a reduced tuition fee will be levied at enrolment.
13. Awards are non-transferable.
14. The International Scholarship Committee may use whatever means of assessment it thinks most appropriate in order to determine which candidates are worthy of recommendation for the award of a scholarship.
15. Having accepted an award, a scholarship holder may not withdraw from the course save in exceptional circumstances and subject to the approval of the relevant Headof College. Failure to observe this regulation may render the student liable to repay to the University any award which has been made either in whole or in part as determined by the International Scholarship Committee. If it is deemed necessary for a Scholarship holder to suspend their studies, the scholarship will be held on university account and carried forward to the year of resumption of studies and the candidate will be expected to pay their personal contribution on a pro-rata basis. If in the view of the appropriate Head of College, a Scholarship holder’s progress is deemed to be unsatisfactory, the Scholarship may be withdrawn. A Scholarship may also be withdrawn on grounds of failure to comply with any of the conditions attached to the Award. The candidate may be required to repay to the University any award which has been made, either in whole or in part, as determined by the Committee. If the scholar feels that such a withdrawal is unjustified s/he may appeal in writing to the Head of the International Development Office within 15 working days of the date of notification.
16. The International Development Office reserves the right to make, amend, withdraw, suspend or cancel without notice these and such other Regulations as may be in force from time to time and such decisions shall be final. We believe the terms of the Scholarship complies with current legislation and reserve the right to make amendments to it to ensure that it does.
17. Scholarship holders, having accepted an award, are reasonably expected to co-operate in Swansea University recruitment activities and automatically agree to their names and details being released by the University’s International Development Office and Marketing Department for marketing purposes.

Learning Events Programme for Researchers from Developing Countries, Switzerland

Aims and rationale

Learning events enhance the educational, scientific and training competencies of individual researchers as well as their research institutions. KFPE’s Learning Events Programme supports researchers from developing countries in Africa, Asia, and Latin America involved in research partnerships with a Swiss institution and promotes interdisciplinary and intercultural learning. 

Swiss institutions and/or their partners in developing countries are invited to submit proposals for the learning events. Learning and training content should include soft skills, theories, methods, integrated approaches, thematic specialisations, and inter- and transdisciplinary working methods.

A first call was launched 29 April 2013 with two calls to follow in 2014. A total of CHF 300'000.- are available for the programme.

For the 2013 call, applications may be submitted until 1 June 2013. A decision will be taken within one month after submission.

Eligibility criteria

• Applications must originate from a Swiss research/educational institution or a partner institution in a developing country. Applicants from developing countries must provide a letter of support from the head of the Swiss partner institution. All administrative issues must be coordinated by the Swiss institution (e.g. contract, money transfer, reporting etc.).
• Applications must explicitly focus on learning for researchers from developing countries and promote the exchange between researchers from Switzerland and their partners from developing countries in Africa, Asia or Latin America (least developed, low income as well as lower middle income countries and territories - according to the OECD DAC List).
• Supported researchers must hold a graduate degree (master level), or be PhD students or Post-Docs from Africa, Asia or Latin America.
• Learning events must last from a minimum of 5 days to a maximum of 1 month.
  
  

Expenses covered

• Local costs for participating students and trainers from developing countries (e.g. accommodation, food, excursions, local transport) will be covered by the grant. Travel costs for researchers from developing countries to the learning events are also financed.
• Costs for participating students from Switzerland (e.g. travel, accommodation etc.) have to be borne by the students themselves or their home institution.
• A share of the costs for the preparation and realisation of thelearning events is also covered. As a rule of thumb, costs are covered proportionately to the ratio of participants from developing countries, independent of the location of the learning event (global South or Switzerland).

Application requirements

• Description of the activity (3-5 pages):
  - focus, goals, and target groups of the learning event
  - added value or learning effect for participants
  - number of trainees
  - organisational issues (e.g. involved organisations, responsibilities, etc.)
  - budget summary (including secured third-party funding sources)
  - programme outline;
• Letters of support and/or interest by both a Swiss institution and a partner institution in the global South (max. one page each);
• A short CV of the main applicant, including a list of recent publications; maximum 2 pages in length.
• Detailed budget plan showing other contributions (in-kind or cash) accepted and requests made to other funding organisations.

Upon realisation of the learning event, a fact sheet of 2 pages must be produced for publication on the KFPE website. Learning and teaching materials will be made accessible via the KFPE website where copyright allows.

Applications will be selected for funding by a small committee consisting of KFPE members and a representative of SDC. There is no right to appeal the decision of the committee.

3ie Scholarship for Students of Developing Countries at University of East Anglia, UK

The MSc Impact Evaluation for International Development degree offers familiarisation with and skills in the basics of modern evidence-based policy-making and impact evaluation, including the contexts and practices of evaluation, research design and data production for evaluation, and basic and more advanced methods of quantitative and qualitative analysis. Teaching materials are drawn from the development literature and iconic impact evaluation case studies.

Scholarships of the Government of the Slovak Republic

The provision of scholarships of the SR Government is a long-term component of development assistance by the SR, which is a programme and project activity of the SR Ministry of Foreign Affairs in the framework of the international community.

In 2007 the Slovak Government adopted Act no. 617/2007 on Official Development Assistance by the Slovak Republic, creating the institutional basis for the provision of official development aid (hereinafter simply "ODA") in all its forms.

For ensuring the coordination of procedures between individual providers of SR development aid the SR Government adopted the Medium-Term Strategy for Official Development Aid by the Slovak Republic for 2009-2013 and the National Development Aid Programme for 2012 (hereinafter simply of the "National Programme"), which in point B.3 of SR Government Resolution no. 19/2012 commits the SR Ministry of Education, Science, Research and Sport to provide study for recipients of scholarships of the SR Government from developing countries at public universities.  

The provision of scholarships of the SR Government in the framework of conditions set out by the OECD for realization of ODA includes also scholarships of the SR Government for Slovak nationals living abroad.

The granting of these scholarships has become a component of the state support for Slovak nationals living abroad, which has been created progressively with the adoption of Act no. 474/2005 Coll. on the Slovak Nationals Living Abroad and on Change and Amendment to Some Acts, with the creation of the Office for Slovak Nationals Living Abroad and with the adoption of the White Paper for State Policy on Care for Slovak Nationals Living Abroad to 2015 approved by Government Resolution no. 625/2008.

Scholarship Awards within the Foreign Development Assistance Programme

General information on the scholarship programme:

The Government of the Czech Republic offers scholarships within the framework of its Foreign Development Assistance in support of the study of foreign nationals from developing countries at public institutions of higher education in the CzechRepublic. 

These so called Government Scholarships are designed to cover the standard length of study: 

1) in Bachelor/Master/Doctoral study programmes plus one-year preparatory course of the Czech language (which is combined with other field-specific training). Government scholarships of this category are awarded to graduates from upper secondary schools, or Bachelor's/Master's degree courses, as applicable, who can enrol only in study programmes in which instruction is given in the Czech language. Depending on the subject area, applicants are normally required to sit entrance examinations at the higher education institution concerned. Successful passing of entrance examinations constitutes a precondition for the scholarship award;

2) in follow-up Master study programmes or Doctoral study programmes.Government scholarships of this category are awarded to graduates of Bachelor or Master study programmes, respectively, who enrol in study programmes with instruction in the English language.

CUD Scholarships Program for Developing Countries, Belgium

Overview of the Scholarships programmeWithin the programme for international courses and training programmes, CIUF-CUD grants each year 150 scholarships for participation into the courses and 70 for participation into the training programmes.
You will find on this site a list of international courses and training programmes for which there is a possibility of scholarship and, for information purposes, the modalities of introduction of an application as well as the rules of selection in force within the 2013-2014 programme.

RULES OF SELECTION
The following criteria will apply for the selection of holders of scholarships:

1. Only applicants originating in developing countries, qualify for selection. To be eligible, candidates must reside and work in their country at the time of the introduction of the file.
2. ONLY the nationals of the following countries are authorized to postulate with our SCHOLARSHIPS :  
South Africa, Algeria, Bangladesh, Benin, Bolivia, Brazil, Burkina Faso, Burundi, Cambodia, Cameroon, China, Colombia, Ivory Coast, Cuba, Ecuador, Ethiopia, Guatemala, Guinea, Haïti, India, Indonesia, Kenya, Madagascar, Mali, Morocco, Mozambique, Nicaragua, Niger, Uganda, Peru, Philippines, Democratic Republic of Congo, Rwanda, El Salvador, Senegal, Suriname, Tanzania, Palestinian territories, Vietnam, Zambia, Zimbabwe
3. At the beginning of the programme, candidates must be less than 40 years old for courses, and less than 45 years old for training programmes.


4. Candidates must be holders of a degree that is comparable to a Belgian University graduate degree ("licence"). However, for certain programmes different rules of admissibility may be defined, and these are specified hereafter, where appropriate.


5. Candidates must show professional experience of at least two years upon termination of their studies. Where candidates are holders of a postgraduate degree delivered by an university of an industrial country, they must show professional experience of at least three years upon termination of their studies.


6. Candidates must have a good knowledge of written and spoken French; for programmes organised in another language, good knowledge, in writing and speaking, of this language, is required. Moreover, the candidate will be asked to commit himself to study French in order to be able to participate in daily life in Belgium.


7. Candidates are not allowed to apply FOR MORE THAN ONE PROGRAMME.

Applicants must not first obtain admission to one of the French-speaking universities of Belgium in order to apply for grants from the CUD.

NO TREATMENT WILL BE GIVEN TO FILES THAT :

• Are incomplete
• Are sent by fax or e-mail
• Arrive at CUD beyond the set deadline (indicated on this site)
• Are not provided on the adequate file (downloadable on this site), and in the language in which the programme is provided
• Do not correspond to a programme presented in this site
• Refer to more than one programme
• Are not accompanied by the parts to join obligatorily (copy certified of the diploma,...). Photocopies or documents scanned of the certified copies are NOT accepted
• Do not respect one the criteria of conformity clearly mentioned in the site (certified diploma, age, professional experience,...)

Apply for a grant from the CUD is absolutely FREE. Any application containing an envelope with money will be automatically rejected.

During the selection process between admissible files, CIUF will take account of the following criteria:

The academic curriculum
For courses, priority will be granted to candidates who have not yet obtained a postgraduate degree, save for exceptional circumstances specified in the application file.


The benefit of previous scholarships

Priority will be granted to candidates who have not yet benefited from a scholarship in Belgium.


Professional experience

CIUF grants scholarships as a matter of priority to candidates who, upon termination of their University studies, have had the opportunity of practising a profession in relation to problems of development. The social impact of professional experience constitutes an element of assessment.


Membership of a partner institution
Candidates who are appointed by an institution with which CIUF has concluded a partnership, either within the framework of institutional co-operation or within the framework of an own-initiative programme, will be granted priority in case of equality on the other selection criteria.


The commitment of the candidate to development activities

Special attention will be given to files of candidates who, beyond their academic qualities, have shown commitment to development issues. This commitment may materialise in having worked with the most disadvantaged social categories, and in having tried to define with them the efficient means to defend and promote their interests.


Nationality

CIUF aims at diversifying the geographic origin of the scholars. It sees to it that in the overall of the international courses and training programmes organised in the framework of its North-Actions programme, candidates origina-ting in sub-saharian Africa represent 50% of the total number of scholars.


Equality of sexes

CIUF grants special attention to the participation of women in the international courses and training programmes organised within the framework of the North-Actions programme.


Perspectives of future reinstatement

Major guarantees are required concerning the return of the candidate to his country of origin or to another developing country, as well as his reinstatement in a profession that enables him to put the training acquired in Belgium at the service of development (e.g. labour contract, formal promise of appointment) and to produce a multiplier effect to the benefit of his country of origin.

• It will be carefully completed and returned, ONLY by POST MAIL or EXPRESS MAIL, to CUD, that must be in their possession at the latest by FEBRUARY, 13, 2013* (we do not hold account of the postmark, we take into account only the files arrived in our buildings for the date limits at the latest)
• No acknowledgement of receipt will be provided
• Only applications presented on the appropriate file, and in the language of the programme, will be submitted to the selection committee.


• All elements of the file must be transmitted simultaneously. No complementary file will be admitted at a later stage.


• The candidates selected and of reserve will receive an e-mail at the end of the selections (end of May 2013). The not selected candidates will receive an e-mail in the current of june 2013.


• No document transmitted to CUD will be returned to the candidates.


• No treatment will be given to files that do not respect one of the rules of selection clearly mentioned on the web site (certified diploma, age, professional experience,...).

International Climate Protection Fellowships for Developing Countries, Germany

The International Climate Protection Fellowships enable prospective leaders to conduct a research-related project of their own choice during a one-year stay in Germany. Submit an application if you are a prospective leader from a non-European threshold or developing country (see list of countries) working in the field of climate protection and resource conservation in academia, business or administration in your country. Applicants must provide a clearly visible leadership potential either by experience in a first leadership position or be able to provide appropriate references. They must also have completed their first university degree (Bachelor’s or equivalent academic degree) less than 12 years prior to the start of the fellowship (1 September 2013) with outstanding results. They must also have extensive professional experience in a leadership role (at least 48 months at the time of application) or hold a further academic or professional qualification. Furthermore, they are expected to have gained initial practical experience through involvement in projects related to climate protection and resource conservation. The fellowship will enable the recipients to conduct a research-related project of their own choice with hosts in Germany whom they are free to choose themselves.

The programme, which is being funded under the International Climate Initiative by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, includes a preparatory intensive language course in Germany, a several-week introductory seminar, a several-day training course and a final meeting in Berlin. These activities will enable you to gain additional insights into academic, social, cultural, economic and political life in Germany.

In addition to applicants who have been trained in the natural and engineering sciences, candidates who have been engaged in legal, economic and societal issues relating to climate change are encouraged to apply for this programme. The Alexander von Humboldt Foundation is granting up to 15 International Climate Protection Fellowships to prospective leaders from the countries named. The call is subject to the approval of sufficient financial means to the Alexander von Humboldt Foundation.

RNTC Fellowships Fund for Developing Countries, Netherlands

In January 2012 RNTC launched the RNTC Fellowship Fund to support journalists, programme-makers, broadcast trainers and managers from around the world who are looking to develop their media skills, but do not have enough financial means to pay for the costs of the course of their choice.

The fellowships are available for the following courses:

Multimedia Journalism and Water

RNTC Fellowships cover the course fee (up to 50%), not the costs for travel and accommodation. The number of fellowships that RNTC can provide, however, is small.

The scholarships will be awarded on academic and professional merit. When applying for the course, applicants must submit:

• Letter of motivation (150-200 words), explaining why they think they qualify for one of these scholarships
• Completed registration form
• Curriculum vitae
• Proof of proficiency in English
• A statement from a sponsor or a bank demonstrating your ability to cover the rest of the costs associated with the course

Scholarship applications will have to be sent in together with the course application form and will be reviewed by a panel of professionals from RNTC, on a first come first served basis. The decision will be non-negotiable.

Nestle Scholarship for Women, Switzerland

IMD is once again encouraging talented women executives to apply for its annual Nestlé Scholarship, which offers CHF 25,000 towards the cost of the school’s prestigious MBA program.

“Like Nestlé, IMD strongly believes that there should be more women in management, and one way that we can contribute is by giving more women the opportunity to study at top business schools,” says Jim Pulcrano, an Executive Director at IMD. “We don’t want deserving women to put off studying at IMD due to the cost of the program, which is why the criteria for this scholarship include both academic excellence and financial need.”

The current scholarship holder, Rachna Dayal of India, chose IMD for its international perspective – something that she says is critical in an increasingly globalized marketplace. So far she has found the program both intense and hectic. “This is good, as I came here expecting no less,” says Dayal, who trained as an engineer before moving into business development. “I believe that IMD is doing an excellent job in preparing us for challenging careers. Management jobs today are complex and demanding, and IMD provides the right mix of tools that are helping us to develop and grow as skilled managers. I am also impressed by IMD’s willingness to help and support us in personal growth, which provides the right foundation for corporate leadership and responsibility.”

The Nestlé MBA Scholarship was established in 1996 after a team of women MBAs from the class of 1995 completed a project called “Changing the shape of business” and then Nestlé gladly agreed to fund the scholarship.

Eligibility

Women candidates who have already applied to the full-time IMD MBA program and who demonstrate financial need.
Employees of Nestlé and its subsiduaries are not elegible.

Criteria 

1) Acceptance into the IMD MBA Program
2) Submitting an essay discussing the issue:
'Does diversity in management impact the bottom line? If so, how?'
(maximum 750 words)

IMD MBA scholarship conditions

Applicants must have been accepted into the IMD MBA program prior to their application.

Our scholarship applications are essay based, with winning essays typically including the following features:

• Relevance to the essay title
• Organization and structure
• Fully developed arguments
• Persuasiveness
• Personal element and/or passion

IMD reserves the right not to award a scholarship if the criteria are not met to the satisfaction of the jury/sponsors.
