Master's Scholarships for Public Policy and Good Governance, Germany

Corruption, non-transparent decision-making, limited possibilities of participation and social discrimination continue to pose a challenge for every society – including Germany. Professionals and leaders with an awareness of related problems and the knowledge and capacity to find solutions for them are required for the implementation of transparent, efficient and democratic governance based on the rule of law and social justice. Development agencies have promoted and advocated Good Governance in developing countries for some twenty years now. German universities have also taken up this topic and have developed practise oriented degree programmes that qualify students to assume leading positions in politics and administration.
 

Since 2009, the DAAD programme "Public Policy and Good Governance” (PPGG) is supporting future leaders from Africa, Latin-America, South-Asia, Southeast-Asia and the Middle-East who want to promote democracy and social justice in their home countries. The programme, which is funded by the German Federal Foreign Office, offers the chance to acquire a Master’s degree in Master programmes of particular relevance for the social, political and economic development in the students’ countries of origin. In the light of the principles of Good Governance, highly qualified graduates with a first academic degree are being educated in political science, law, economics and administration and prepared for future leading positions in their home countries. In addition, the scholarship holders will hopefully continue to be qualified contact persons for German politics and economy after their return.

Besides supporting Good Governance and civil society structures in selected partner regions, the PPGG-programme also contributes to the internationalisation of the participating German universities and provides the German fellow students with insights into the world beyond Western industrialized countries.

KAAD Scholarships for Developing Countries’ Students, Germany

The KAAD Scholarship Program 1 is addressed to post-graduates and to academics who already gained professional experience and who are interested in postgraduate studies (or research stays) in Germany. This program is administered by regional partner committees, staffed by university professors and church representatives. Normally documents are submitted to the committee of the applicant’s home country.

Who can apply?
For the scholarship programme 1 of KAAD you can apply if you:

• come from a developing or emerging country in Africa, Asia, the Middle East or Latin America
• have a university degree and professional experience from your home country
• want to acquire a master's degree or a PhD at a German university or do a post-doctoral research project (2-6 months for established university lecturers) at a German university
• are a Catholic Christian (or general belong to a Christian denomination). Candidates from other religions can apply if they are proposed by Catholic partners and can prove their commitment to interreligious dialogue
• possess German language skills before starting the studies (KAAD can provide a language course of max. 6 months in Germany).

What does KAAD expect from you?

• Above-average performance in studies and research
• The orientation of your studies or research towards permanent reintegration in your home region (otherwise the scholarship is turned into a loan),
• Religious and social commitment (activities) and willingness to inter-religious dialogue.

UNILEAD Programme for International Students at University of Oldenburg, Germany

Information on the Intensive Blended Learning Programme UNILEAD 

(University Leadership and Management Training Course) in Germany

The German Academic Exchange  Service (DAAD)  and  the  Carl von Ossietzky  University of Oldenburg in Germany  are jointly  organising an intensive Higher Education Management Training Course (UNILEAD) in Oldenburg, bringing together the topics Project Management, Management of Financial Re sources and Management of Human Resources with individual and practice-oriented change projects of each participant.

In 2008 the University of Oldenburg developed the programme together with the Nelson Mandela Metropolitan University (South Africa) and the DAAD.  UNILEAD  is  part of the DIES programme (Dialogue on Innovative Higher Education Strategies), which has been jointly coordinated by the DAAD and HRK (German Rectors’Conference) since 2001.

Course Contents and Methodology 

The course covers topics with relevance to Higher Education Management in the following three areas:

• 1st module: Project Management
• 2nd module: Management of Financial Resources
• 3rd module: Management of Human Resources

The methodology will be strictly practice orientated and is based on case studies or questions derived from the particular job situation of the participants.  Thus, it is expected to bring in personal experience and to share this knowledge with the group of around 25  participants from different regions of the world. High personal motivation, the willingness to get actively involved during the online and contact  phases and English language skills on an advanced level are essential for the successful completion of this course.

The professional training course combines online and contact  phases in a Blended Learning approach:  Prior  to the first contact phase,  an online phase of 8-10 weeks is scheduled in which the participants are asked to read the study material and to work on short papers, including the draft of a project action plan. These papers are meant to describe the individual work experience at the home university and to identify problems and obstacles referring to the topics of the course.  The initial contact phase will be organised in September 2013  at the University of Oldenburg in Germany. During these three weeks, content will focus on Project Management and Management of Financial Resources. Also,  the personal action plans will be adjusted and fine-tuned.  Between September 2013 and February 2014,  participants are asked to apply the skills acquired at the home university within  their  individual projects. In this, they are being accompanied and  monitored by distance coaches.  Finally, during the  two-week  contact phase of the last module  in February 2014  in Oldenburg,  there will be the opportunity to reflect on the implementation of the individual projects and to discuss on next steps.  Content of inputs will focus on Management of Human Resources.

Partners’ Profile 

The University of Oldenburg is the academic coordinator of this course and works closely together with the
DAAD. The University of Oldenburg  has been  offering an innovative MBA programme in Education
Management for professionals of German speaking (Higher) Education Institutions  for  several years. Thus, it has a wide network of experts who act as lecturers in this MBA programme and provides in-depth experience in the field of  Continuing  Education  and Education Management as well as  training of professionals at an academic level. National and international lecturers will bring in expertise in Higher Education Management and will help reflecting the specific questions from an international and intercultural perspective.

Participants’ Profile

The two key criteria are:
- Participants have been holding a university management position with  managerial and personnel responsibilities for at least two years in one of the following fields:

• Managers of central university departments  (Planning, Evaluation, Financing, Human Resources,
  Continuing Education, International Offices, Technology Transfer etc.).
• Task force managers for university reform projects.
• Managers of staff development units or programmes.

- Active and excellent English language skills (speaking and writing) are indispensable.

Further criteria are:
- Participants are young university leaders aged between 30 and 40 years.
- They hold at least a Master’s degree.
- The provision of international experience will be an asset.
- Being a DAAD alumni will be considered an asset, but is by no means compulsory.

- Participants from higher education institutions of the following regions are eligible to apply: 

• South East Asia (Cambodia, Indonesia, Laos, Malaysia,  Myanmar,  Philippines, Thailand  and
  Vietnam).
• Sub-Saharan Africa (Burundi,  Cameroon,  Ethiopia,  Ghana,  Kenya, Malawi,  Nigeria,  Rwanda,  South Africa, South Sudan, Sudan, Tanzania and Uganda).
• Latin America (Bolivia, Central America, Chile, Colombia, Ecuador, Mexico and Peru).
• Middle East (Egypt, Iraq, Jordan, Yemen).

Funding

The costs for this training course will be mainly covered by funds  of the DAAD provided by the German Federal Ministry for Economic Cooperation and Development (BMZ).
During the visit the participants will be guests of the University of Oldenburg.
Following expenses will be covered:

• Travel costs: Flight to and from Germany and ground travel to and from Oldenburg. We kindly ask  the participants to make their own travel  arrangement  –  they will then be reimbursed in cash upon arrival in Oldenburg.
• Course costs: 5.500 €.
• Accommodation and joint meals at the two contact phases in Germany.
• Partial allowance for subsistence costs during the contact phases in Germany  (according to DAAD regulations).
• Emergency health insurance during the contact phases.

Expected co-funding:  Participants’ home institutions are expected to cover local transportation in their home countries, visa costs and possible additional per diems for the stay in Germany. Furthermore, they are expected to contribute to the costs by paying a one-time fee of 300,00 €

Georg Forster Research Award at Humboldt Foundation, Germany

The Georg Forster Research Award is granted in recognition of a researcher's entire achievements to date to academics of all disciplines whose fundamental discoveries, new theories, or insights have had a significant impact on their own discipline and beyond and who are expected to continue developing research-based solutions to the specific challenges facing transition and developing countries.

Nominees must be nationals of a developing or transition country (excluding People's Republic of China and India; cf. detailed list of countries). Furthermore, at the time of nomination, they must have had their main residence and place of work in one of these countries for at least five years.

The Alexander von Humboldt Foundation particularly encourages the nomination of qualified female researchers.

The award amount totals EUR 60,000. In Germany, research awards are generally exempt from income tax under German tax law.

In addition, award winners are invited to conduct a research project of their own choosing in Germany in close collaboration with a specialist colleague. The project duration of about six to twelve months may be divided into segments. In addition, further expenditures (such as travel or language courses) are covered in the context of the invitation to stay in Germany for research purposes. To support the collaboration, the Alexander von Humboldt Foundation may grant additional funding of up to EUR 25,000, particularly for participating in scientific conferences, additional material resources, e.g., specialist literature and scientific equipment for the nominee’s own institute, as well as for involving junior researchers.

An established academic employed by a university or research institution in Germany must take the initiative to nominate a candidate for the Georg Forster Research Award. Nominations may also be initiated by award winners of the Humboldt Foundation working abroad, provided that the nomination is made jointly with a colleague working in Germany. Self-nomination is not possible.

In 2013, the Alexander von Humboldt Foundation is granting up to four Georg Forster Research Awards.

Requirements:

1. The nominee must be recognised internationally as an outstandingly qualified academic (e.g. awards, positive responses to publications, etc.).
2. The nominee's future perspectives must indicate that she/he will continue to be an active, academically influential researcher in the coming years with relevance to the development of the nominee's own county.
3. The nominee must be exceptionally qualified to continue developing research-based solutions to the specific challenges facing transition and developing countries.
4. The nominee must be a national of a developing or transition country (excluding People's Republic of China and India; cf. detailed list of countries). At the time of nomination, he or she must have had his or her main residence and place of work in one of these countries for at least five years.;
5. Detailed expert opinion (laudation) by an academic working at a research institution in Germany who would like to invite the nominee to spend time researching in Germany.
6. Two expert reviews by important international academics and one from a German scientist/scholar;
7. The Humboldt Foundation assumes that candidates will abide by the Rules of Good Scientific Practice during the application and sponsorship periods.

Early career postdoctoral researchers (m/f) (at most one year after having received their doctorate) are invited to apply for a temporary position for up to two years. Fellows (m/f) will be enabled to develop an independent research project and to write an application for subsequent third-party funding.
  Advanced postdoctoral researchers (m/f) (one to four years after having received their doctorate) are offered positions for up to four years to conduct independent research.
  International postdoctoral researchers (m/f) (at most two years after having received their doctorate) are encouraged to apply for a two-year BREMEN TRAC – incoming COFUND Fellowship to develop and implement an independent research project. Applicants (m/f) can be of any nationality but at the time of application, they must not have resided or carried out their main activity (work, studies, etc.) in Germany for more than 12 months in the 3 years immediately prior to the call deadline.

All fellows (m/f) can freely choose their research topic, but have to demonstrate that their project fruitfully connects with one of the University’s research areas. Master & Doctoral Scholarships for Sustainable Water Management in Germany

One of the priority funding points to which the Federal Ministry of Education and Research (BMBF) attaches particular importance in its Framework Programme on "Research for Sustainable Development is Sustainable Water Management (NaWaM)": "One of the major challenges of the future is to ensure the supply of clean water to the world population. Population growth, water pollution and the increasing water consumption per capita have a strong impact on water quality. In addition, expansive climate changes and change in land use influence global and regional water cycles and thus question the medium and long-term availability of water."
In view of this background, the BMBF specifically promotes research projects to develop, adapt and internationally disseminate technologies and strategies for the sustainable management of the resource "Water". Of particular interest in this context are the thematic fields of Water and Energy, Water and Health, Water and Nutrition, Water and Environment, as well as Water in Urban Areas. At the centre of the DAAD Special Programme funded with the resources of the BMBF on "Sustainable Water Management" lies in the promotion of young scientists from Kazakhstan, Mongolia, Iran, Jordan, Vietnam and Indonesia.
The programme section on "Study Scholarships and Research Grants for Foreigners" offers highly-qualified Students and Doctoral Students from the above-mentioned countries the opportunity to study in specialised relevantly selected English-spoken Master's programmes at German universities, or, for carrying out their PhD projects in Germany in the thematic fields of “Water in Urban Areas” or “Water and Energy” (particularly, the increase of energy efficiency in connection with the treatment of drinking water and wastewater.

For outward and return travel as well as possible field work in the home country, country-dependent travel allowances are awarded. Furthermore, the DAAD covers the costs of health insurance as well as for accident and personal liability insurance. Under certain circumstances, surcharges for accompanying spouses and children can also be awarded. Possible tuition fees are covered by the DAAD.

Type of Scholarship B: Doctorate in Germany

Applicants are addressed who would like to do a doctorate at a university in Germany.
The choice of Host University and Scientific Supervisor lies with the applicants themselves.
The whole support is structured to run for a period of 43 months. Funding is provided for an obligatory four-month intensive language course (start: June 2013), a generally three-year doctorate/PhD (start: October 2013) and an obligatory at least three-month internship in a company engaging in commercial business and industry, in the specialised authorities of the Federation and the Federal States, and in the management and regulation of resources in corporations under public law, or in research institutions in Germany. The Support includes a monthly payment of 1000 Euros and an annual Study and Research Costs Subsidy amounting to 460 Euros. For outward and return travel as well as for field work in the home country, country-dependent travel allowances are awarded.
Furthermore, the DAAD covers the costs for health insurance as well as for accident and personal liability Insurance. Possibly, surcharges can also be paid for accompanying spouses and children. The host institutes in Germany receive a monthly Research Costs Surcharge amounting to 200 Euros per scholarship/grant.

Selection

The choice of scholarship/grant holders is made by the Selection Committees of German scientists.
The decisive selection criteria for students are the achievements produced during the studies in the home country, the quality of the Bachelor's thesis and the English language skills and proficiency.
The decisive selection criteria for Doctoral Students / PhDs are the quality of the Master's thesis, the relevance and quality of the Doctoral Programme, the academic achievements / proficiency in the Master's degree programme in the home country and English language skills. Experience abroad and knowledge of other foreign languages can be of significance for both types of support (Type A and Type B).

These grants and scholarships aim to provide foreign academics and scientists working in higher education or at research institutes with an opportunity to carry out a research project at a state-recognized higher education institution or non-university research institute in Germany.

Duration: Depending on the applicant’s work schedule, the research stay will last between one and three months. The stay may begin in May/June 2013 at the earliest.

Eligibility:

• Applications for DAAD research stays are open to excellently-qualified academics and scientists who should generally hold a doctorate/PhD. All applicants must be working in higher education or at a research institute in Indonesia
• Besides their previous academic achievements (for example, recent publications), the most important selection criterion is a convincing and well-planned research project to be completed during the stay in Germany. This must have been coordinated and agreed with a research collaboration partner at the chosen host institute in Germany. Written confirmation of the research cooperation, including the reference to the applicant’s project, must be included with the application papers
• The application must provide proof of a workplace being provided at the host institute
• DAAD support for a research stay can only be awarded once in any three-year period
• Former fellows of the Alexander von Humboldt-Foundation are requested to contact the Humboldt-Foundation first.

 All applications must be submitted to DAAD Jakarta Office in duplicate. The original will be forwarded to the DAAD Head Office in Bonn. The final decision is taken by the DAAD. Applications cannot be sent directly to DAAD head office in Bonn. The DAAD will not consider incomplete applications.

International Climate Protection Fellowships for Developing Countries, Germany

The International Climate Protection Fellowships enable prospective leaders to conduct a research-related project of their own choice during a one-year stay in Germany. Submit an application if you are a prospective leader from a non-European threshold or developing country (see list of countries) working in the field of climate protection and resource conservation in academia, business or administration in your country. Applicants must provide a clearly visible leadership potential either by experience in a first leadership position or be able to provide appropriate references. They must also have completed their first university degree (Bachelor’s or equivalent academic degree) less than 12 years prior to the start of the fellowship (1 September 2013) with outstanding results. They must also have extensive professional experience in a leadership role (at least 48 months at the time of application) or hold a further academic or professional qualification. Furthermore, they are expected to have gained initial practical experience through involvement in projects related to climate protection and resource conservation. The fellowship will enable the recipients to conduct a research-related project of their own choice with hosts in Germany whom they are free to choose themselves.

The programme, which is being funded under the International Climate Initiative by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, includes a preparatory intensive language course in Germany, a several-week introductory seminar, a several-day training course and a final meeting in Berlin. These activities will enable you to gain additional insights into academic, social, cultural, economic and political life in Germany.

In addition to applicants who have been trained in the natural and engineering sciences, candidates who have been engaged in legal, economic and societal issues relating to climate change are encouraged to apply for this programme. The Alexander von Humboldt Foundation is granting up to 15 International Climate Protection Fellowships to prospective leaders from the countries named. The call is subject to the approval of sufficient financial means to the Alexander von Humboldt Foundation.

Master of Public Policy (MPP) at the Brandt School a specialisation in Conflict Studies and Management, Germany

Within the Master of Public Policy (MPP) at the Brandt School a specialisation in Conflict Studies and Management (CSM) is offered as a selective track. The MPP is a two-year, practice-oriented degree programme taught in English and designed for students seeking a career in the public or non-profit sector. During their course of studies, students learn to understand the theoretical underpinnings of political processes and develop critical, analytical and practical abilities. For this purpose, the core curriculum combines quantitative and qualitative approaches to public policy-analysis with elements dedicated to the advancement of personal skills and systematic practical training.

The specialisation in CSM provides students with a sound theoretical basis for analysing contemporary conflicts and developing policy responses to them. Furthermore, it conveys practical skills to assess policy interventions critically and develop approaches to conflict resolution.

Thus, in line with the special focus of a public policy school, the Brandt School looks at conflict studies and management with a special interest in how policy-making and public policy as a research perspective need to be re-thought in the context of conflict management and post-conflict reconstruction efforts. In particular, the role of governments, administrations, international actors and NGOs as policy-makers in conflict areas, fragile states and war-torn countries will be considered in the CSMP.

The MPP specialising in CSM is designed for students with an academic background in international relations, political sciences and the wider social or human sciences with a proven interest or practical experience in the fields of post-conflict-management and reconstruction, peace building, institutional development and governance, regional security (esp. developing frameworks for regional security architectures), conflict resolution or terrorism.

The MPP specialising in CSM:

Provides a coherent overview of conflict studies and conflict management theory and practice;

Provides different theoretical frameworks that may be used to organise historical knowledge and interpret contemporary policy-making;

Examines theories and models of state-, institution-, and peace-building, and evaluates attempts to manage, resolve, or transform conflicts;

Provides an ambitious example of the manner in which the multi-disciplinary approach of public policy associated with conflict studies can overcome the limitations of studying conflict through any single disciplinary lens.

Master’s Scholarships:

The Master’s Scholarships are awarded for the normal duration of the Master’s course (2 years) with an additional German language course of generally 6 months before the beginning of studies. All scholarships will initially be awarded for a maximum of 12 months and can be extended for another year upon application.

DAAD pays a monthly scholarship rate of currently 750 €. The scholarship also includes contributions to health insurance in Germany. In addition, DAAD grants an appropriate travel allowance as well as a study and research subsidy and in applicable cases rent subsidies and / or family allowances.

The scholarship holders will be exempted from tuition fees. They will be offered special tutoring at the Brandt School, and there is the possibility of further activities.

Application Requirements

At the time of their application, applicants for a CSMP Master’s scholarship must 
have completed their studies with a Bachelor’s degree or equivalent (excellent or very good) in the last six years in one of the following areas: International Relations, Peace and Conflict Studies/War Studies, International Law, Area Studies, Political Sciences with concentrations in conflict studies or conflict regions. Highly qualified applicants with different academic backgrounds who demonstrate at least two years practical experience in the field are also eligible.

two years professional experience would be an asset.

Applicants cannot be considered if they have been in Germany for more than one year at the time of application.

Knowledge of German language is adventageous but not required.

Scholarships for International Students at Ulm University, Germany

Ulm University offers foreign students degree scholarships.

The scholarships are only awarded to students who have registered their theses and are financially needy. The scholarships support foreign students at Ulm University, who are not in debt in their final study phase.

The scholarship is awarded once for one semester and amounts to 300 EUR per month.

Kofi Annan Fellowship for Developing Countries Students, Germany

The Kofi Annan Fellowship provides the opportunity for talented and motivated students from developing countries who do not belong to a privileged class and lack sufficient financial means to study management at ESMT in Berlin and graduate with a prestigious MBA from the most international business school in Germany.

Upon return to their home countries, the fellows are expected to contribute to the strengthening of entrepreneurial capacity and the fostering of a stable market economy as an effective catalyst for their country’s development, job creation, and poverty alleviation.

What is the Kofi Annan Fellowship?

A fellowship grant for an emerging leader from a developing country for a one-year full-time MBA education in Berlin, Germany.

To make significant contributions to least developed countries (LDCs) and landlocked developing countries (LLDCs); to strengthen the awareness for responsibility in leadership in developed countries.

Postgraduate Courses for Professionals with Relevance to Developing Countries, Germany

The German Academic Exchange Service (DAAD) - Deutscher Akademischer Austausch Dienst – supports a range of postgraduate courses at German universities which aim at providing academically educated young professionals from Developing Countries with further specialized studies. The DAAD supports these selected programs with a certain quota of scholarships and with financial assistance for a special tutoring system. At the end of the course (programs run 12 to 36 months, depending on the particular institution) participants can obtain an internationally recognized Master’s or in some courses PhD degree.

• Participants in postgraduate courses in which English is the language of instruction receive a scholarship for a two-month intensive German language course. 
• Participants in postgraduate courses in which German or German/English is the language of instruction receive a scholarship for a six-month intensive German language course. Please note that the candidates must have certain German language certificate at the time of application.

Criteria for applying:

• Age limit: 36 years of age at the time of application (for some courses 32 years)
  For some courses, Bachelor degree should have been completed not longer than 6 years at the time of application. Concerning this matter, please directly contact the coordinator of the respective study program
• Degree: Bachelor or Master
• GPA: min 2,75 for Master candidates (some study programs applied GPA more than 2,75. Please see the detail on the website of each study program) and 3,00 for Doctoral candidates
• Work experience: at least two years after completing Bachelor degree.

2. The selection at the respected universities will be held in September 2012 until  February 2013. During those times it is possible for some applicants to be contacted by the university to conduct a telephone interview.
3. We are very strict about the deadline. If you think that you won’t be able to submit your application (the hard copy) to the DAAD Jakarta due to the application deadline (31st  July 2012), please submit it directly to the chosen study program. You will find the address at their websites.
4. Result of the scholarship: only those who are granted the scholarship will be notified via E-mail by the DAAD headquarter. You will then obtain the original scholarship documents from the DAAD Jakarta.
