Jika berniat untuk meneruskan pendidikan di luar negeri, maka beasiswa selalu menjadi incaran dari mahasiswa asing khususnya Indonesia. Padahal di Eropa, banyak negara yang menawarkan pendidikan murah dan berkualitas. Salah satunya adalah Perancis.

Perwakilan dari CampusFrance, Anton Hilman, mengatakan bahwa hampir 70 persen mahasiswa Indonesia yang berangkat sekolah ke Perancis berbekal biaya sendiri. Pasalnya, pemerintah Perancis memberikan kemudahan untuk biaya pendidikan bagi semua siswa baik siswa asal Perancis maupun siswa asing.

"Pemerintah Perancis sangat fokus menangani masalah pendidikan sehingga tidak perlu khawatir untuk masalah biaya," kata Anton kepada Kompas.com, Kamis (8/11/2012).

Dia mengungkapkan bahwa tiap mahasiswa berhak mendapat tunjangan pendidikan sebesar 10.000 euro yang digunakan untuk membayar biaya perkuliahan selama setahun. Beban yang harus dibayarkan mahasiswa hanya uang pendaftaran yang kisarannya sekitar 200-300 euro per tahun.

Sementara untuk biaya hidup di Perancis, Anton mengatakan tidak dapat memberikan gambaran estimasi secara pasti karena semua itu tergantung pada gaya hidup siswa tersebut. Namun perlu dicatat bahwa biaya hidup di Paris dengan kota-kota lain di Perancis berbeda.

"Tidak bisa diestimasikan untuk biayanya. Itu dikembalikan pada gaya hidup si anak. Tapi normalnya untuk di kota selain Paris, biaya hidupnya sekitar 700 euro per bulan. Untuk Paris, biaya hidup bisa mencapai 1.000 euro per bulan," jelas Anton.

Dia mengingatkan bahwa masalah biaya hidup ini dapat ditekan dengan mengajukan bantuan kepada Pemerintah Perancis yang dapat dilakukan melalui CampusFrance. Bantuan tersebut umumnya berupa bantuan perumahan dan bantuan makan.

"Jadi nanti pengajuannya lewat online akan kami bantu. Untuk tempat tinggal, harga murah juga bisa didapat di apartemen pribadi tanpa harus ke asrama kampus. Untuk makan, bagi mahasiswa biasanya hanya seharga 3 euro di restoran universitas," jelas Anton.

Tidak hanya itu, selama memiliki kartu mahasiswa maka anak tersebut biasanya berhak atas berbagai potongan harga baik dari segi transportasi hingga hiburan seperti berkunjung ke museum atau menonton di bioskop dan pertunjukan seni. Bahkan untuk mahasiswa juga mendapat kemudahan bekerja paruh waktu.

"Selama ada kartu mahasiswa, mau jalan-jalan ke negara Eropa atau jalan-jalan naik TGV biasanya akan dapat diskon," tandasnya.

Beasiswa Orange Tulip bagi Mahasiswa Indonesia Berprestasi, Belanda

Orange Tulip Scholarship adalah program beasiswa bagi mahasiswa Indonesia berprestasi. Institusi pendidikan tinggi Belanda bekerja sama dengan organisasi/perusahaan mendukung mahasiswa Indonesia yang berpotensi tinggi agar dapat melanjutkan studi di Belanda. 

Beasiswa Orange Tulip Scholarship (OTS) pertama kali diluncurkan oleh Nuffic Neso Indonesia pada bulan Februari 2012 untuk beasiswa tahun akademis 2012/2013.

Beasiswa OTS disediakan oleh beberapa universitas di Belanda bekerja sama dengan organisasi atau perusahaan lainnya bagi mahasiswa Indonesia yang berprestasi, untuk mengikuti program-program studi tertentu.

 

Beasiswa OTS 2013 diberikan dalam bentuk potongan biaya kuliah bagi mereka yang lulus seleksi dan diterima sebagai mahasiswa untuk tahun akademis 2013/2014 untuk program studi yang dimaksud.

PERSYARATAN

a. Anda adalah Warga Negara Indonesia dan merupakan penduduk Indonesia.

b. Anda memiliki ijazah terakhir dari institusi pendidikan non Belanda.

c. Anda tidak sedang menempuh studi atau bekerja di Belanda.

d. Anda tidak pernah menempuh studi atau bekerja di Belanda.

e. Anda dapat berbahasa Inggris lisan dan tulisan dengan fasih (skor TOEFL-iBT min. 80 atau IELTS min. 6.0). Mohon diperhatikan bahwa beberapa program studi yang ikut dalam Orange Tulip Scholarship mensyaratkan skor bahasa Inggris yang lebih tinggi.

f. Anda saat ini sedang menjalani proses pendaftaran atau sudah diterima di salah satu universitas di Belanda. 

g. Anda memenuhi syarat-syarat khusus yang dibutuhkan oleh program-program studi yang ditawarkan di program Orange Tulip Scholarship.

3. Kirimkan formulir yang telah diisi lengkap dan ditandatangani melalui email ke ots@nesoindonesia.or.id disertai dengan lampiran berupa CV (wajib) dan surat penerimaan dari universitas di Belanda (jika sudah ada).

4. Semua dokumen ini dapat juga dikirimkan melalui pos atau diantar langsung ke kantor Neso Indonesia. Deadline penerimaan akan diumumkan segera.

Foundation for Urban and Regional Studies Scholarships for International Students, UK

Foundation for Urban and Regional Studies (FURS) is concerned to promote urban and regional research and within this broad field it is particularly keen to encourage an understanding of the interconnection between social, economic and political processes and of the broader causes and effects of these processes. This means for example that research which examines policies critically and focuses on their unintended as well as intended consequences is more likely to be supported than research on managerially defined questions. Conversely research which takes a 'technical' approach to urban and regional questions and does not place them within wider contexts of understanding is unlikely to be given priority. Although these concerns are likely to lead to social scientists such as sociologists, political scientists, geographers, economists and town planners predominating among applicants, others such as lawyers, cultural theorists, anthropologists and historians should not be discouraged from applying. 

Studentships are intended to permit students, generally from low and middle income countries, to pursue postgraduate research degrees.

Eligibility: From 2005, only applicants from countries in Groups B and C of the World Bank classification will be eligible to apply. For details see http://www.isa-sociology.org/table_c.htm

The value of the studentships will normally be up to £9,300 per annum and they will be for one or two years' duration (subject to satisfactory progress). The Trustees have the discretion to increase this in the light of special circumstances or hardship. No support can be given towards travel expenses. A third year extension may be granted subject to a further application. The studentship can be spent on living expenses or fees but is not intended to cover the full costs of being a student, and applicants will need to apply to other sources of funding.

Students who wish to apply for a one year grant only (e.g. because they have already completed part of their degree) are encouraged to do so.

FURS studentships may be held in any department where the Trustees are satisfied with supervisory arrangements for research on urban and regional subjects. In general, these will be departments with a tradition of supervision in these areas, but if you wish to study in a department where this is not the case, you will need to supply evidence regarding the appropriateness of the department.

All studentships are conditional on acceptance by the university department. If an offer of a place has been received by the time of application this should be included. Successful candidates will be asked to provide a copy of a letter of acceptance from their chosen institution before the award of a studentship can be confirmed and any monies dispensed.

The Trustees regret that no correspondence can be entered into in relation to their decision, which must be taken as final. However, unsuccessful candidates may apply one more time in a future year.
Once a studentship has been awarded, all correspondence in connection with it must be made with the Secretary at the address below from whom additional copies of the application forms and further particulars can be obtained.

The Foundation for Urban and Regional Studies is a Charitable Trust directly linked to the Company which produces the International Journal for Urban and Regional Research. The Trust is managed by a group of Trustees who are, in turn, responsible to the British Charities Commission for the appropriate use and allocation of its funds.

Beasiswa Eiffel untuk S-2 dan S-3

Prancis terkenal akan keindahan alam dan obyek wisatanya. Alangkah nikmatnya ketika keindahan itu bisa dinikmati sambil melanjutkan pendidikan, apalagi secara gratis.

Program beasiswa dari pemerintah Prancis mungkin dapat menjadi jawaban atas keinginan tersebut. Eiffel Excellence Scholarship Program adalah beasiswa parsial yang ditawarkan bagi mahasiswa internasional baik tingkat S-2 maupun S-3. Program studi untuk beasiswa ini difokuskan kepada beberapa bidang, yakni teknik, ekonomi dan manajemen, hukum, dan ilmu politik.
 
Untuk program S-2, usia pelamar maksimal 30 tahun sementara S-3 maksimal 35 tahun. Kemudian, pelamar juga tidak boleh atau sudah menerima beasiswa serupa dari pemerintah Prancis.

Melalui beasiswa Eiffel ini, mahasiswa S-2 akan menerima tunjangan bulanan 1.181 euro atau sekira Rp14,7 juta (Rp12.427 per euro). Sementara itu, untuk mahasiswa S-3 akan menerima tunjangan sedikit lebih besar, yakni 1.400 euro atau Rp17,3 juta.

Selain tunjangan tiap bulan, baik S-2 maupun S-3 juga mendapat biaya perjalanan pulang, asuransi kesehatan, maupun untuk kegiatan budaya. Bahkan, penerima beasiswa juga bisa mendapatkan tunjangan akomodasi tambahan.

Sayangnya, program beasiswa ini tidak menanggung biaya kuliah. Biaya pendaftaran ke universitas juga tidak termasuk dalam tanggungan beasiswa Eiffel. Perlu diingat, untuk pengajuan beasiswa Eiffel pun hanya dapat dilakukan oleh pihak universitas Prancis.

Islamic Development Bank-Oxford Clarendon Scholarships, UK

The Islamic Development Bank was established in 1973, and aims to foster the economic development and social progress of its member countries. These Scholarships enable academically outstanding students to study at Oxford and contribute to the improvement of socio-economic conditions in their country.

The Scholarships are supported jointly by the Islamic Development Bank and the University of Oxford.

Am I eligible?

Candidates should be applying to start any new full-time graduate course in the MPLS, Medical Sciences and Social Sciences divisions, with the exception of PGCert and PGDip courses. 

Candidates should also be from one of the IDB member countries and be nominated by the IDB for the scholarship, having submitted successful applications to the relevant office of the IDB Governor, through their nominating institution.

As the Scholarships are being made in partnership with the Clarendon Fund all candidates must have applied for admission to Oxford and been selected for a Clarendon Scholarship.

What does it cover?

The combined IDB-Oxford Clarendon Scholarship will cover tuition fees and college fees in full as well as providing a grant for living expenses.

Awards are made for the full duration of a student's fee liability for the agreed course. The continuation of your scholarship each year is subject to an annual renewal process based on satisfactory academic progress.

How do I apply?

Eligible candidates will be considered automatically by the University, provided that you submit your application for graduate study by the relevant January deadline, and you have secured a place on your chosen programme of study by the expected final decision date (13 March 2013).  Applications with an outstanding admissions decision after this date, or applications which are re-evaluated against the later March deadline field, are not eligible for scholarship consideration.

Applicants who are ‘re-routed’ (accepted onto a different programme of study to the one they originally applied for e.g. transferred from an MPhil to a DPhil or from one course to another) should contact us as soon as they are notified of the change in order to ensure that their application for a scholarship is maintained on their new programme of study.

Candidates must also apply directly to IDB.

How will I know if I have been successful?

Candidates must have been nominated by both the IDB and the University, through their parallel selection procedures, in order to receive their scholarship.

Beasiswa Program PhD Jalur Khusus DIKTI-NESO

Program beasiswa ini merupakan kerjasama dari DIKTI dan Nuffic Neso Indonesia dan bertujuan untuk menyediakan bantuan finansial bagi staf pengajar perguruan tinggi negeri dan swasta Indonesia untuk mengikuti program doktoral di Belanda. Beasiswa ini diberikan oleh DIKTI untuk masa studi maksimum tiga tahun (36 bulan), sementara biaya tahun keempat akan ditanggung oleh perguruan tinggi Belanda.

Untuk dapat mengikuti jalur khusus ini, kandidat dari Indonesia harus mendapatkan nominasi dari seorang profesor Belanda dan institusi pendidikan tinggi Belanda yang bersangkutan harus memberikan jaminan akan membiayai tahun terakhir (keempat) dari masa beasiswa.

Penerima beasiswa DIKTI akan menerima dana-dana berikut ini dari Kementrian Pendidikan Nasional RI untuk periode maksimal tiga tahun:

• Biaya hidup: EUR 1100 per bulan;
• Asuransi: EUR 500 per tahun;
• Biaya kepindahan: EUR 1000 (satu kali saja);
• Biaya perjalanan internasional : 1 tiket pp penerbangan internasional;
• Biaya buku: EUR 800 per tahun;
• Biaya penulisan disertasi: EUR 500 (satu kali saja);
• Biaya program spesial: EUR 500 (satu kali saja);
• Biaya pendidikan seperti yang ditetapkan perguruan tinggi Belanda (dengan batas maksimal EUR 10,000).

Persyaratan yang harus dipenuhi oleh pendaftar adalah:

• Saat ini merupakan (kandidat) dosen di sebuah perguruan tinggi negeri atau swasta di Indonesia dan memiliki surat dukungan dari institusi tersebut;
• Memiliki Surat Penerimaan Tak Bersyarat (unconditional Letter of Acceptance) dari perguruan tinggi Belanda;
• Memiliki proposal riset dan penasehat/sponsor di perguruan tinggi Belanda;
• Memiliki gelar Master (atau yang sederajat);
• Memiliki skor IELTS minimal 6.0 atau IBT TOEFL 80;
• Berusia tidak lebih dari 50 tahun saat mendaftar;
• Pasangan suami istri yang bekerja di bidang ilmu yang sama tidak diperbolehkan mendaftar ke universitas yang sama dan/atau menerima pengawasan dari promotor yang sama.
• Semua area riset diperbolehkan.

Pendaftaran 

Berkas-berkas yang dibutuhkan untuk dikirim ke DIKTI:  

• Formulir A Khusus (beasiswa Dikti-Neso) yang sudah diisi;     
• Surat izin/persetujuan dari Rektor/Pimpinan universitas tempat pelamar bekerja;  
• Surat rekomendasi dari professor lokal (Indonesia); 
• Surat persetujuan dari Kopertis, hanya bagi mereka yang bekerja di PTS; 
• Surat keterangan/bukti bahwa pelamar adalah dosen tetap; 
• Salinan ijazah dan transkrip (IPK) S1 dan S2 yang telah dilegalisir 

Berkas-berkas yang dibutuhkan untuk dikirim ke Neso: 

• Surat rekomendasi dari profesor Belanda;
• Unconditional acceptance letter dari universitas Belanda;
• Surat jaminan keuangan yang dikeluarkan secara resmi oleh pihak manajemen universitas Belanda atas biaya yang harus dikeluarkan di tahun keempat program doktor yang akan dijalani kandidat;
• Bukti kemampuan bahasa Inggris (IELTS min. 6.0 atau iBT TOEFL min. 80);
• Proposal penelitian, termasuk rencana penelitian (max. 5 hlm);
• CV
